Use a scrub to make the dead skin disappear from your lips. Use a lip balm to nourish your lips. Then start applying the liner. Take a color that will match your lipstick. It can be a shade darker to give the needed effect. Create a thin line along the lip edges, starting at the center and going outward. Repeat the same action for the lower lip as well. Again start in the center and make your way to the left and right. Once you are done with this apply the lipstick. For a more dramatic look, go ahead to use a lip gloss as well. The latter will emphasize your lips even more.

Make dots on each side of your lips, and then connect the latter in a line, which is not straight, but goes well with the natural line of your lips.
